University welcomes new Thames Valley Mayoral Authority
28 October 2026
The University of Reading has welcomed the Government’s announcement of a new Thames Valley Mayoral Strategic Authority, reaffirming its commitment to supporting growth, skills development and innovation across Berkshire, Oxfordshire and Swindon.
In documents published with today's Budget, UK Chancellor John Healey confirmed the Government was in the final stages of agreeing the new authority, marking an important step in the devolution of powers and responsibilities to the region.
The move follows agreement between local authorities, supported by the region’s universities, to pursue a Mayoral Strategic Authority and aims to give the Thames Valley a stronger voice in decisions affecting transport, planning, housing, skills and economic development.
Professor Robert Van de Noort, Vice-Chancellor of the University of Reading, said:
“We welcome this important step forward for the Thames Valley. Universities have played a foundational role in the development of our region for centuries, and it is important that we continue this responsibility today and in the future.
“As one of the region’s largest and longest-established institutions, we have a deep commitment to help our communities thrive and to support sustainable economic growth.
“Universities can act as anchor institutions, bringing together education, research, innovation, business and civic leadership. Through our teaching and skills programmes, we help equip people with the knowledge and expertise needed by employers across the region. Our research supports innovation that creates jobs, attracts investment and helps find solutions to the major challenges of our time.
“We look forward to working with local authorities, businesses and partners of all sizes to ensure the new Mayoral Strategic Authority delivers lasting benefits for the communities that make the Thames Valley such a successful and dynamic region.”
Regional growth for all
The announcement comes the same week as the inaugural meeting of the Reading Strategic Partnership, chaired jointly by Cllr Liz Terry, leader of Reading Borough Council, and Professor Van de Noort, University of Reading Vice-Chancellor. The University already partners with Wokingham Borough Council on the Wokingham Strategic Partnership.
The University of Reading has long worked alongside businesses, public bodies and community organisations across the Thames Valley to support economic growth and social mobility. Through partnerships with employers, from start-ups and SMEs to major international companies, the University helps develop the skilled workforce needed for the future economy.
The University, which is celebrating its centenary in 2026, plays a vital role in driving innovation through research and knowledge exchange, helping businesses translate ideas into new products, services and technologies. Its expertise in areas including climate and environmental sciences, agriculture and food systems, health, digital technologies, and the culture and heritage sectors, contribute directly to regional and national priorities.
The new authority is expected to create further opportunities for collaboration between civic leaders, businesses and educational institutions, helping the Thames Valley build on its strengths as one of the UK’s most productive and innovative economic regions.
