FSA Enforcement Letter (ENF/E/18/018), 1 March 2018

ENFORCEMENT - National Co-ordinated Food Standards Sampling programme 2016/17 summary report

The purpose of this letter is to highlight that the findings from the national co-ordinated food standards sampling programme 2016/17 have been finalised.  The Food Standards Agency (FSA) has created a report which provides a summary of the results for the food samples taken as part of the programme. The FSA would like to thank all officers involved in delivering the programme of work including Official Food Control Laboratories in the UK for their help to deliver “Food we can trust”.

The commitment, expertise and local knowledge that Enforcement Authorities (EAs) bring to this work is highly valued and we are very grateful to the many EAs who have participated in this programme over the years.

The following is the Executive Summary  from the report:

This report provides a summary of the results for the 2,857 food samples taken as part of the Food Standards Agency’s (FSA) 2016/17 national co-ordinated food standards sampling programme.

The FSA has invested approximately £9.5million in supporting Enforcement Authorities (EAs) to undertake risk-based sampling and surveillance of food over the past 6 years, which covered the costs of sample collection and analysis.  The programme has contributed to the FSA’s Strategic Outcome that ‘Food is safe and what it says it is’.

EAs are responsible for the delivery of official controls, including sampling and analysis on food and feed in accordance with Articles 11 and 12 of Regulation (EC) No. 882/2004, and the requirements of the Food Law Code of Practice.  While there is no legal requirement for the FSA to carry out a sampling programme, this funding was in addition to EAs own sampling plans.  The FSA has a key role as the Central Competent Authority (CCA) in overseeing official feed and food controls undertaken by EAs and seeks to work in partnership to support EAs in delivering official feed and food controls.
