Ministers on 24-25 January gave wide backing to the White Paper on food safety put forward by the Commission on 12 January. The Member States indicated their support for the legislative action plan in the paper and the setting-up of an independent European Food Authority. Most delegations agreed with the Commission's proposal of leaving decision-making in the hands of accountable institutions, rather than delegating powers to the Authority. On a compulsory labelling system for beef, the Council agreed to reach a decision as soon as possible, to meet the deadline of 1 September 2000. A majority of Member States backed the idea of a detailed label indicating more than 'Origin: EU' by showing the specific country of origin, for example.
