FSA Letter to Local Authorities, 23 February 2017

MEAT HYGIENE - Proposal to introduce specific approval for the production of minced meat (MM) / meat preparations (MP) intended to be eaten less than thoroughly cooked (LTTC)

In July 2016 the Food Standards Agency (FSA) launched a 12 week consultation exercise (https://www.food.gov.uk/news-updates/help-shape-our-policies/specific-approval-for-production-of-rare-burgers) on a proposal to introduce specific approval for the production of minced meat (MM) / meat preparations (MP) intended to be eaten less than thoroughly cooked (LTTC). The purpose of this letter is to provide you with an update on the responses received and to inform you of the decision taken by the FSA based on the responses received.

At the close of the consultation exercise a total of fifteen (15) responses had been collected. Of these, eleven were in favour of the proposal, two were against and two did not provide a specific answer. Some respondents asked for clarification on a small number of specific points. Following the end of the consultation period the FSA considered the responses received with particular focus given to any concerns raised. It was agreed that the FSA will implement the proposal to introduce specific approval for establishments producing MM/MP intended to be eaten LTTC. Specific approval of this activity is seen to be an important step in delivering a high level of public protection.

In order to assist FSA staff and local authority enforcement officers (those who undertake approvals/or who are based in an approved establishment seeking specific approval) new advice on how to approach specific approvals for establishments wishing to produce MM/MP intended to be eaten LTTC will be provided (and published) by the end of February 2017.

The move to specific approval will be applicable in England, Wales and Northern Ireland and will enter into force with effect from 1 March 2017.

As indicated in the consultation exercise, the FSA has now created and published a list of establishments approved to supply MM/MP intended to be eaten LTTC. The list can be viewed at https://www.food.gov.uk/enforcement/approved-premises-officialcontrols/sectorrules. The continued upkeep and publication of a definitive list of establishments approved for this activity will assist FBOs at catering establishments to identify approved producers of MM/MP which are suitable for use in the production of burgers intended to be LTTC.
