This is a 'Rotadusto' powder blower. It has an aluminium hopper but the lid is missing. It is a manual, crank-handled machine for distributing powdered insecticides to protect crops. It was made by The Four Oaks Spraying Machine Co. LTD. in Birmingham. Also the object is part of the Zeneca collection.
