This is a bevel, a tool used for testing and setting out work-pieces to particular angles. This type of bevel was also called a 'boxing bevel', and was invariably home-made. This bevel was used by the donor's father, who was a wheelwright in Braishfield, Hampshire. It was used for trueing the axle box within the wheel hub, whilst the wheel was laid flat.
