This is a wooden spool or 'mesh pin' for use in netmaking. It provides a gauge around which the twine is carried to ensure that the mesh of the net is the correct size. According to the donor, none of his relatives were of fishing stock and he was puzzled as to why he had netmaking tools in his possession.
