 A 'community architecture' framework for designing sustainable communities


The 2011 Localism Act provides the legislative mechanism to allow greater participation in planning. However, local planning is a wicked problem that has diverse stakeholders. Community stakeholders have different perspectives of the origins stakeholder adopts a different perspective on the origins, severity and existence of the problem which leads to alternative understandings of the best strategies and solutions to address the problems. Roberts provides a series of 'coping' strategies for wicked problems that can be used in enterprises. In an enterprise it is common to use enterprise architecture frameworks to develop information systems, however these require an authority to agree on organizational goals and strategy, which communities typically don't possess. Therefore this research used a design science approach to develop a community architecture framework and development methodology. The approach was tested by developing an information system to implement the coping strategies suggested by Roberts in a community context.
