Proposed Bread and Flour Regulations 1997

The European Commission has claimed that the Bread and Flour Regulations 1995 are technically in breach of Community law because of the UK’s failure to notify the Regulations in draft before introducing them. The UK reluctantly accepts the Commission’s claim and has agreed to revoke and remake them in accordance with EU notification procedures.

The Ministry has therefore circulated a draft copy of the new Regulations. They are intended to revoke and replace the Bread and Flour Regulations 1995 and incorporate the amendments made by the Bread and Flour (Amendment) Regulations 1996.

The Ministry indicates that there are no significant changes from the existing legislation and has requested comments by 25 July 1997
