The purpose of this consultation is to seek stakeholders' views on the European Commission’s proposed regulation on official controls, which would replace EU Regulation 882/2004. Responses are requested by: 9 January 2014

Who will this consultation be of most interest to?
All businesses operating within the plant, animal and food sectors (the agri-food chain) and enforcement bodies carrying out official controls (competent authorities).
What is the subject of this consultation?
The European Commission has proposed a new regulation, which will replace EU Regulation 882/2004. The proposals aim to change the current official controls framework to ensure compliance with feed and food law, animal health and welfare, plant health, plant reproductive material and plant protection product rules. The relevant initial impact assessment is included in the consultation.
What is the purpose of this consultation?
To seek stakeholders' views on the key elements of the Commission’s draft proposal and initial impact assessment (Annex D) to help the FSA assess the costs, benefits and wider impacts of the proposed regulation on UK stakeholders.
Consultation details
On 6 May 2013, the European Commission issued a draft proposal for a regulation that will replace EU Regulation 882/2004 on official controls carried out by member states and their designated enforcement authorities, to ensure the verification of compliance with feed and food law, animal health and welfare rules. For example, inspections, audits, and sampling and analysis.
The Food Standards Agency (FSA) is the UK lead department for the negotiations on the proposal and will be considering how the proposed changes will benefit UK consumers and industry, in particular food and feed businesses. We would be grateful for your comments on the proposal and for your information to help us assess the likely impacts of the changes being proposed.
