This consultation seeks views on the proposed Food Additives, Flavourings, Enzymes and Extraction Solvents (England) Regulations 2013, which consolidate all 'food additive' type legislation.  Responses are requested by: 5 June 2013

Food manufacturers and suppliers or manufacturers of food additives, enzymes, flavourings and extraction solvents. Additionally, enforcement authorities, consumers and others who may have in interest in the policy and legislation on food additives, enzymes, flavourings and extraction solvents.

To seek comments from industry, enforcement authorities, consumers and other interested stakeholders on the proposed legislation and the questions included in the consultation document.

Consultation details

The FSA is conducting this consultation to seek comments from interested parties and obtain their views on the proposal to revoke and re-enact the national legislation on food additives, flavourings, enzymes and extraction solvents in a single consolidated instrument. The aim of this will be to reduce the number of national regulations on ‘food additive’ type legislation that businesses and enforcement authorities have to refer to. Minor amendments are also required to the food additives and flavourings national legislation to reflect changes to the European legislation in these areas.

An Impact Assessment has not been produced for these proposals, as we expect the impact will be negligible. However, if the consultation identifies any impact on enforcement bodies or industry, which has not been anticipated, the need for an Impact Assessment will be reconsidered.

The FSA in Scotland, Wales and Northern Ireland will be carrying out consultations on parallel but separate Regulations relating to those parts of the UK.
