ENFORCEMENT - Multi Annual National Control Plan published

The FSA, in collaboration with the four agriculture/rural affairs departments, has produced a new Multi Annual National Control Plan for the UK. The plan details the roles and responsibilities of the different authorities and organisations involved in safeguarding public, animal and plant health, to protect consumers and to promote animal welfare. It covers the period April 2013 to March 2015.

The Multi Annual National Control Plan (MANCP) is a requirement of Regulation (EC) 882/2004 on official controls. Its purpose is to ensure that effective control systems are in place for monitoring and enforcing feed and food law, animal health and animal welfare rules and plant health law, and this provides the basis of assessments by the European Commission's inspection services.

NEW MULTI-ANNUAL NATIONAL CONTROL PLAN

The new UK Multi-Annual National Control Plan (MANCP) has been published this week and covers the period April 2013 to March 2015. The MANCP is prepared in accordance with the requirements of European Community legislation on official controls, and is reviewed annually by the Agency and the four UK Agriculture/Rural Affairs Departments.

Whilst the MANCP would normally cover a 3-5 year period, the rationale for a 2 year plan this year is that we expect significant administrative and legislative changes over the next couple of years which will impact on the MANCP. These include introduction of the new Scottish Food Body and the new Official Controls Regulation which will replace Regulation (EC) 882/2204. Therefore a new MANCP will be produced in 2015.
