Niger

• Mechanism for collection and dissemination of information about the food export system is not available. Mechanism for monitoring food imports is available , though faced with constraints that health inspectors at the border posts are insufficiently equipped to make food control. The food laws include Le Code d’hygiene publique, le decret No. 98-107/PRN/MSP du 12 Mai relatif et l’hygiene alimentaire, le decret no. 98- 108/PRN/MSP du 12/5/1999 instituant le controle sanitaire des denrees alimentaires a l’importation et l’exportation, le decret 99 – 433 PCRN/MSP du 01/11/99 portant structure et composition de la police sanitaire. These laws are implemented at Central level by the Direction de l’hygiene publique et de l’education pour la santé, at Provincial level by the Services regionaux de l’hygiene publique et de l’education pour la sante and at the Local Level by the Les services departementaux d’hygiene publique. Education pour la sante, les agents Communaux d’hygiene assainessement. There are constraints to implementation of these laws, which include; low dissemination of regulatory texts; insufficient human resources; insufficient resources; lack of intervention of political and administrative authorities; lack of respect towards regulatory texts. National food standards do not differ from Codex Standards.

• Extract: Niger established the National Codex Alimentarius Committee in 1998. Several Ministries belong to the Codex Committee. The Ministries which are most active in Codex activities are the Ministry of Agriculture, the Ministry of Health and the Ministry of Trade. The Ministry of Trade drew up the national standards by referring to the Codex standards. The Ministry of Health is the Coordinator of Codex activities and its focal point. Niger has regulatory texts, laws and standards for food products. Niger has already received HACCP training from FAO and training for its official food quality control services (FAO, WAEMU). Its laboratories include Lanspex, Labocel and several at Adbou Moumouni University. Niger will use the Trust Fund to facilitate elaboration and adoption of food safety as a national priority. It is therefore requesting FAO and WHO to support the establishment of an effective food control system.

• Extract: The National Codex Committee was comprised of all concerned parties. It encourages decision-makers to rely on and adopt Codex standards as a means of increasing confidence in national export goods. The National Codex Committee has elaborated terms of reference that could facilitate the realization of its objectives. The National Codex Committee was located in the Ministry of Public Health and Reproduction in the Division of Nutrition.
